Understanding budgets and participation

Allocated budget differs from the planning cap and actual spending. Unconfirmed fields are not treated as zero VND. Amounts update when confirmed.

Each small project has a detail page covering scope, roles and participation; application and sponsorship channels will be announced when ready. The direction is to coordinate internal and community contributions through clearly defined work scopes.
